I have the honour to forward at

the request of Sir Henry Berkeley, K.C., a letter addressed

to Your Lordship by him, desiring to be reinstated in the

Colonial Civil Service.

It will be within Your Lordship's

recollection that Sir Henry Berkeley was formerly Chief

Justice in Fiji. He took up the appointment of Attorney-

-General in Hongkong at (he informs me) heavy pecuniary

loss expecting to be made Chief Justice shortly after the

transfer. This promotion was not conferred upon him, and he

was compelled in order to meet his liabilities to retire to

practise at the Bar. Having freed himself from his

liabilities he is anxious to rejoin the Service.

Since his retirement Sir Henry

Berkeley has at various times acted as Attorney-General,

and he has recently held that post during the absence on leave
